How much does a Facebook & Instagram ad cost in Luxembourg?

META ADS · 8 MIN READ

Facebook and Instagram are among the most interesting advertising platforms for a business looking to increase its visibility, generate contact requests, or sell its products and services.

In Luxembourg, their potential remains significant. Data published in Meta's advertising tools indicated a potential advertising audience of about 313,000 people on Facebook and 290,000 on Instagram by the end of 2025. Instagram could thus reach about 52% of adults aged 18 and over in Luxembourg. (DataReportal – Global Digital Insights)

But one question consistently arises when a business considers starting:

How much should you actually invest in Meta Ads to achieve results?

The answer depends on the industry, the goal, the competition, and especially the quality of the campaign.

What exactly are Meta Ads?

Meta Ads is the advertising platform that allows you to run campaigns across Meta's various environments, including Facebook and Instagram.

Unlike a regular post, an ad allows you to choose a specific objective and deliver content to a much larger audience than just the people who already follow your business.

A campaign can notably serve to generate visits to a website, receive contact requests, obtain messages, promote an offer, increase a company's visibility, or generate sales.

It is this ability to connect a business objective, an audience, an ad creation, and a measurable budgetthat makes Meta Ads particularly interesting for local businesses.

How much does Meta Ads cost in Luxembourg?

We need to distinguish between two different expenses.

1. The advertising budget

This is the money directly spent with Meta to run the ads.

There is no fixed rate.

A business can technically start with a few euros per day. But that does not mean that such a low budget will provide enough data or results to properly assess a campaign.

The necessary budget mainly depends on your objective, your audience, the number of campaigns, your sector, and the cost required to achieve the desired result.

A local business that wants to generate a few contact requests obviously does not have the same needs as an e-commerce wanting to generate several hundred sales.

2. Campaign management

The media budget does not automatically include the professional creation and management of the campaign.

It is also necessary to plan the work required to define the strategy, set up the campaigns, create or adapt the ads, install tracking, analyze performance, and gradually optimize spending.

At Only1Agency, for example, Meta Ads management starts at €280 excluding tax per month for an advertising budget of up to €1,000 per month.

The advertising budget remains separate from management fees.

What budget should be planned to start?

There is no universal amount.

For a small local business, the most important thing is not necessarily to start with a huge budget. It is mainly about having enough budget to allow the campaign to generate actionable data.

Let's take a simple example.

A business invests €600 in advertising budget over a month, which is about €20 per day.

If its goal is to receive quote requests, the truly interesting indicator is not simply the number of people who saw the ad.

The real question becomes:

How much does a qualified contact request cost?

If €600 generates 30 leads, the cost per lead is €20.

If the business then converts 6 of these leads into customers, its average advertising cost per new customer is €100.

And if each new customer generates several hundred or several thousand euros in revenue, the campaign can become very profitable.

That is why it is dangerous to judge an ad solely on its number of likes or views.

The indicators that really matter

Meta provides a lot of data. Not all of it is equally important.

CPM — cost per 1,000 impressions

CPM indicates how much you pay to display your ad 1,000 times.

It allows you to assess the cost necessary to reach your market.

A high CPM is not automatically bad: a very precise or particularly profitable audience may cost more to reach.

CTR — click-through rate

The CTR measures the proportion of people who click after seeing your ad.

A low CTR may indicate that the visual, the hook, the offer, or the targeting is not generating enough interest.

CPC — cost per click

The CPC corresponds to the average amount spent to obtain a click.

It is useful for understanding the effectiveness of advertising, but a click is still not a customer.

CPL — cost per lead

For a company looking for leads, this is often much more interesting.

The CPL indicates how much the company spends on average to obtain a contact request.

CPA — cost per acquisition

The CPA goes even further: how much does it actually cost to acquire a customer or a defined conversion?

This is where advertising really starts to meet the company's numbers.

ROAS — return on ad spend

For companies able to directly measure their sales, especially e-commerce, ROAS allows for comparing the revenue attributed to ads with ad spending.

A ROAS of 4 means, for example, that €1 of ad spending generated €4 of attributed revenue.

However, this does not necessarily mean €3 of profit: margins, production costs, and other expenses still need to be taken into account.

Is targeting still the most important?

For a long time, Facebook advertising was heavily associated with extremely detailed targeting: interests, behaviors, and multiple highly segmented audiences.

Today, the logic has evolved.

Meta's advertising systems use more automation and their own signals to identify people likely to take the desired action.

This does not mean that targeting is no longer important.

For a local Luxembourgish business, localization remains obviously fundamental. A business that operates only in Luxembourg generally has no interest in paying to reach thousands of people in areas it does not serve.

But multiplying interests and excessively narrowing an audience does not automatically mean better performance.

Creativity can make all the difference.

A perfectly configured campaign can fail with poor advertising.

On Facebook and Instagram, your business competes with photos, Reels, Stories, friends, content creators, and hundreds of other posts.

Your advertisement must therefore achieve one extremely simple thing:

stop the scroll.

A good ad creation must quickly allow understanding of what you offer, who the offer is for, and why the person should be interested.

The format can be a short video, an image, a carousel, a demonstration, a customer testimonial, or a clearly presented offer.

There is no winning format for all businesses.

This is precisely why several creations should ideally be tested.

Why doesn't a campaign work?

When a business says it has "tried Facebook Ads with no results," the problem isn't necessarily Facebook.

Several factors can explain a poorly performing campaign.

An unattractive offer can be perfectly advertised and generate no demand.

An excellent offer can be accompanied by a creative that fails to attract attention.

A good advertisement can send visitors to a slow, unclear, or untrustworthy site.

And a campaign can also generate many leads while the business responds too slowly to inquiries.

Advertising therefore never works completely on its own.

Performance depends on the entire chain:

Advertising → interest → click → page/form → lead → sales follow-up → customer.

Meta Ads for a local business in Luxembourg

Luxembourg presents a particularly interesting situation.

The market is relatively small, but the population is very connected. DataReportal estimated that there were 675,000 internet users in Luxembourg by the end of 2025, or 99% of the population, while data from Meta's advertising tools indicated a potential reach of 313,000 users on Facebook and 290,000 on Instagram. DataReportal – Global Digital Insights

For a local business, this means that a significant part of its potential market can be accessed through Meta platforms.

Restaurants, garages, beauty salons, gyms, real estate professionals, firms, craftsmen, shops, or service businesses can thus use Meta Ads to reach people in specific geographic areas.

But in a market of this size, it is also important to avoid constantly saturating the same audience with the same advertisement.

Renewing creatives and monitoring exposure frequency therefore becomes particularly important.

Facebook or Instagram: which one to choose?

In many cases, it is not necessary to choose immediately.

Meta campaigns can display ads across different Facebook and Instagram placements and optimize distribution based on available opportunities.

Both platforms remain important in Luxembourg.

By the end of 2025, the estimated advertising reach of Facebook represented about 56% of adults aged 18 and older, compared to about 52% for InstagramDataReportal – Global Digital Insights

Audience behavior and performance can, however, vary significantly by industry.

That is why the decision should ideally be based on actual campaign results, rather than a personal preference for Facebook or Instagram.

How long does it take to know if a campaign is working?

One of the most common mistakes is to change a campaign after a few hours because it hasn't generated a customer yet.

Advertising performance naturally fluctuates.

You need to allow enough time and budget to collect data before making certain decisions.

This does not mean you should let a clearly bad ad run for weeks.

The goal is rather to avoid emotional decisions:

observe → collect data → compare → optimize.

Over time, certain creatives, audiences, or offers may be stopped while the budget is gradually directed towards what works best.

Tracking is essential

A campaign without proper conversion tracking is much harder to optimize.

For a website, this can particularly involve installing the Meta Pixel and, depending on the setup, the Conversions API.

The goal is to understand what visitors do after clicking on an ad: viewing an important page, submitting a form, making a purchase, or taking another useful action.

For a business that generates its leads by phone or WhatsApp, it is also necessary to organize sales tracking.

Otherwise, a campaign can generate customers without the business being able to correctly identify their source.

Should you do Meta Ads in 2026?

For many businesses, yes — but not simply because Facebook and Instagram have a lot of users.

Meta Ads becomes interesting when three elements come together:

an interesting offer, a coherent advertising strategy, and a system capable of turning the attention gained into customers.

The real advantage of digital advertising is its ability to be measured and improved.

Instead of simply "advertising," a company can gradually understand how much it spends to acquire a lead, how many leads become customers, and how much revenue these customers generate.

It is this logic that allows advertising to be considered a measurable investment, rather than just a marketing expense.
